Sadly, there is no version of FileZilla Server for Mac available on the developer's website, so, you will have to use other applications to turn a Mac into an FTP server. This documentation explains how to setup a build environment for FileZilla 3 and how to compile it under macOS using Xcode. These directions have been tested under macOS 10.14 on an Intel Mac. Resulting binaries are for macOS 10.11 or later.
